I'm confused :o ... It was too simple.
The good syntax is
LICENSE_SERVER 'MELS_SERVER_01,MELS_SERVER02'

The wrong syntax was :
LICENSE_SERVER 'MELS_SERVER_01','MELS_SERVER02'
