I'm confused by this question. Reviewer is the thin client used to join collaboration meetings. It does run inside of IE or whatever web browser you are using. I don't think it needs a license, the license resides on the server that is managing the collaboaration meeting. The only way I know to start Reviewer is to join a collaboration meeting using the URL/HTML file provided with the meeting invitation. I don't think there is any way to start it other than joining a meeting.
I'm not an expert on any of this, so maybe someone from CoCreate can provide a better answer.

Yes, John is right.
You have to start a meeting from within a OneSpace Designer Modeling or Drafting. Then you invite other people by sending an email via the Invite button in the Collaborate menu. The recipient of that email has to choice to join the meeting with either an Adviser or a Reviewer client by clicking one of the provided links in the email message. The Designer Modeling session will draw a PCS license from its license server. Neither the Adviser client nor the Reviewer client needs/draws a license. Markus |
