Question "license-free" ?

What is the difference between the I-kit functions:

sd-module-active-p
sd-license-free-module-active-p

They both take a "modulename" ...

What really is the intended meaning of a "license free module" vs. some other kind of module? Free of any licensing restrictions? No-cost? License is available?

Is there any inquiry to find out the known list of module names, or at least the ones which are active?

I never really dealt with our licensing schemes, but I read the docs as follows: There are both licensed and license-free modules.
If a module is license-free, it does not mean it is automatically activated upon startup - activation takes some time, depending on
the module, and not everybody needs all modules. Hence the various IKIT function to find out if a module is license free and/or activated.
